So the US government really believes that it has the right and the authority to control the lives of those who are not even citizens and have not lived in the US for a decade or more..
Of course this does fit right in line with the laws banning US citizens from partaking of substances which may be legal in the coutnry win which they are in, if those substances might be illegal in the US..
